Speak Up: Arizona ‘open primaries’ initiative clears signature hurdle

There are more than enough signatures on petitions to let voters decide whether to scrap the system of partisan primary elections, a judge ruled Thursday.

That still doesn’t mean Proposition 140 will be on the ballot.
