U.S. Immigration and Customs Enforcement imposed the temporary restriction after its officers fatally shot two men during vehicle encounters six days apart — first in Houston and then in Maine. In both cases, the men killed were not the people agents had initially set out to apprehend.
The shootings remain under investigation, and the government maintains that its officers faced threats. However, no publicly available video captured either shooting, and federal officials have not released evidence conclusively establishing what happened.
