Second ethics complaint against Scottsdale council member dismissed

The latest ethics complaint against Scottsdale City Councilwoman Kathy Littlefield regarding her votes on Taser maker Axon’s planned campus while her husband led a group fighting against it has been dismissed.

Littlefield claimed she did not cross any ethical lines because she had been told by Scottsdale City Attorney Luis Santaella before a Nov. 17, 2025, vote that she did not need to recuse herself. Independent Hearing Officer Robert Donfeld ruled he has no authority “to overrule or second guess the city attorney.”

Donfeld also ruled it would be “unreasonable to require an opinion every time a vote was taken on the Axon matter.
