Scottsdale City Council approves budget among rancor

City Councilwoman Solange Whitehead initially called the council’s final vote on next year’s budget “an opportunity for unity” but after a contentious discussion called the council’s culture “toxic.”

City Councilman Barry Graham could also be heard telling Councilwoman Kathy Littlefield how to vote after she got confused on a Whitehead’s motion to adopt the budget.
