Developer holds talk on major Goodyear residential development

Residents are invited to a neighborhood meeting Tuesday, July 8, to learn more about a proposed rezone and minor general plan amendment for an expansive residental development in South Goodyear.
The in-person meeting will take place at 6 p.m. at Goodyear City Hall, 1900 N. Civic Square, in Canyon Trails rooms I and II.
RVi Planning + Landscape Architecture is requesting to rezone approximately 1,940 acres currently designated as the King Ranch planned-area development to a new planned-area development called Rio 1900. The developers also are seeking a minor general plan amendment to change the land use designation of 31 acres from Open Space to Neighborhoods.

The developers also are seeking a minor general plan amendment to change the land use designation of 31 acres from Open Space to Neighborhoods.
The Rio 1900 development proposes a large-scale, master-planned community extending from Estrella Parkway to 187th Avenue and from the Gila River north to the edge of Estrella.
The plan outlines up to 5,762 residential units, including various housing types such as estate homes, single-family residences, townhomes, and apartments. Commercial areas are proposed along Cotton Lane and Estrella Parkway.
Community amenities within the proposal include a 30-acre public community park, five neighborhood parks, local pocket parks, and a 3-mile El Rio Linear Park along the Gila River. The development also incorporates a network of trails and open spaces, civic facilities such as schools and a potential fire station, and infrastructure to support connectivity and outdoor recreation.
The Rio 1900 vision emphasizes sustainability and walkability, with all residents expected to live within a five-minute walk of a trail or park. It also highlights the importance of preserving natural desert features, including wash corridors and the Estrella foothills.
The rezoning request and general plan amendment are available for public review at goodyearaz.gov/devapps. City staff and representatives from the applicant team will be present at the July 8 meeting to provide information and answer questions from residents.
