Report: Scottsdale City Councilman Barry Graham didn’t commit ethics violation

Judges will make final decision May 8

Scottsdale City Councilman Barry Graham’s discussion with city staff over the funding of the 68th Street sidewalk project was “imprudent” but did not amount to an ethic’s violation, according to a report from an attorney working for the city of Scottsdale Independent Ethics Review Panel.

“Staff members are not accustomed to receiving directions directly from council members,” says the report, which was released April 25 by Frank Cassidy. “Councilman Graham’s direction to Ana Lía Johnson and Linna Zhou in Sonia Andrews’ presence was imprudent and has led to unnecessary confusion and scrutiny, but it was not an ethics violation, in my opinion.”
