Rep. Pam Carter introduces bill restraining planning commissioners

An incident in Scottsdale has spurred Rep. Pam Carter, R-Scottsdale, to introduce legislation that would make it illegal for planning commissioners in unincorporated areas to vote on projects they have a vested interest in.

She said some constituents brought concerns to her about the topic after something happened in Scottsdale, spurring her to take action.

However, Carter, who represents Legislative District 4, is not saying what the incident was.
