Records request shows one attempt to discipline Scottsdale mayor’s former chief of staff before dismissal

While Scottsdale Mayor Lisa Borowsky’s former Chief of Staff Lamar Whitmer was fired March 20 for what the city presented as a laundry list of policy violations, he appears to have been spoken to only once for his behavior before he was let go.

A public records request for the documents in Whitmer’s personnel file — which took more than two and a half months to completely fulfill — shows almost no history of reprimands or corrective actions against him.

A report released by the city of Scottsdale on March 20 — the day Whitmer was fired — describes Whitmer’s alleged transgressions going back to Oct. 24, 2025, two months after becoming Borowsky’s right-hand man.
