Public salaries show city manager is Glendale’s highest paid employee

Investing in the city manager’s office is one of the more important financial strategies for the city of Glendale, a review of public records of municipal salaries reveals.

City Manager Kevin Phelps is the highest paid public employee in Glendale, and two of his assistants help round out the top four. The top 10 also includes two deputy city managers.

Phelps has been pivotal in landing many of Glendale’s high-profile developments, from luxury car dealerships to Topgolf along Loop 101 to the forthcoming Crystal Lagoons Island Resort water park near State Farm Stadium, which is slated to open in 2022. The city’s industrial hub along Loop 303 continues to grow, with the likes of facilities dedicated to Red Bull, Ball Corp., Raüch Fruchtsafte and White Claw in the past two years alone.
