The draft Surprise 2040 General Plan is now entering the approval stage, a key milestone during this nearly two-year-long update process.

This fall, the city will hold three public hearings on the plan before it proceeds toward community ratification in the August 2024 election.

This blueprint document will help guide decisions about land development, public safety, parks and recreation, economic development, environmental concerns and social issues.

The draft plan was shaped through community feedback and direction from an 18-member General Plan Advisory Group.

The public hearing schedule is as follows:

  • Surprise Planning and Zoning Commission Public Hearing #1, 6 p.m., Thursday, Oct. 5, AZ TechCelerator, 12425 W. Bell Road.
  • Surprise Planning and Zoning Commission Public Hearing #2, 6 p.m., Thursday, Nov. 2, City Hall Council Chambers, 16000 N. Civic Center Plaza.
  • Surprise City Council Public Hearing, 6 p.m., Tuesday, Dec. 5, City Hall Council Chambers.
