A proposal to build a man-made, recirculating whitewater adventure park in Goodyear is being considered as part of the upcoming master plan update for Estrella Mountain Regional Park.

The concept, submitted by East Valley resident Scott Burley, has been in development for several years. Burley began researching and exploring potential locations before formally proposing a long-term lease for a portion of the regional park to the Maricopa County Parks and Recreation Department.

If approved, the project would introduce a range of outdoor amenities to the area, including tubing, rafting, kayaking, stand-up paddleboarding, zip lines, climbing areas and extensive multiuse trails. A certified Olympic whitewater competition course is also part of the plan, alongside facilities for swiftwater rescue training to support local first responders.

The proposal draws on lessons learned from three existing man-made whitewater centers in the U.S. in Charlotte, North Carolina, Oklahoma City, Oklahoma and Montgomery, Alabama. 

According to the proposal, the Arizona facility would be tailored to the state’s climate and recreational needs. It would be operated as a nonprofit, public-benefit venture focused on providing affordable, year-round recreation while promoting environmental stewardship and community engagement. The plan also emphasizes use of existing infrastructure within the park for large events and public programming.

The Maricopa County Parks and Recreation Department has indicated that the project will be introduced during the park’s formal master planning process, scheduled to begin in late spring or early summer 2025. A 30-day public comment period will follow, giving residents an opportunity to provide input. If the project moves forward, it will enter an open solicitation process for further evaluation.
