Power struggle over Arizona utilities emerges at state Legislature

Although the Arizona Corporation Commission voted less than six months ago to implement new clean-energy rules for electric companies, state legislation may stop those changes from happening.

Two new bills seeking Gov. Doug Ducey’s approval would retroactively prohibit the Corporation Commission from regulating the types of electric generation resources used or acquired by public service corporations, which is applicable to policies, decisions or rules beginning June 30, 2020.

Those opposing Senate Bill 1175 and House Bill 2248 say it’s a job killer because companies seek states with clean energy standards. The bills’ supporters say state legislators need a voice at the table when discussing Arizona’s energy policy.
