Having deduced that a BNSF Railway intermodal freight and logistics center was inevitable, Surprise City Council members and planning commissioners decided they wanted a say in shaping it.
During its March 7 meeting, the council voted 6-0 in favor of a major general plan amendment changing about 3,588 acres from a neighborhood character crea to employment character area. Councilman Ken Remley was absent.
The land is not in Surprise now but is in the city’s sizable planning area, east of Grand Avenue and Black Mountain Road, roughly from 211th Avenue to 235th Avenue.
