Phoenix works to clear homeless encampments out of storm channels

City of Phoenix staff says it needs millions more dollars to properly clear debris and trash from washes and storm drains. Efforts include clearing homeless encampments out of culverts and gating the entrances to keep people from reentering.

These gates cost just under $20,000 each, Deputy Streets Transportation Director Jesse Duarte told a Phoenix subcommittee last month. Staff gated a few culverts in a pilot program and has identified 100 more that could use them. It is now a matter of finding a funding source, said Streets Transportation Director Kini Knudson.
