Phoenix ranks ninth in nation for building affordable housing, report states

City has more than 1,000 units under construction

Phoenix has earned a spot as one of the top 10 cities leading the way in affordable housing development, according to a recent report by Yardi Matrix.

The report underscores Phoenix’s commitment to expanding affordable housing options and the city’s proactive approach to addressing the growing need for accessible living spaces for all residents.

The most recent Yardi Matrix National Affordable Housing Report ranked Phoenix ninth in the nation for most fully affordable (private sector) units under construction, with more than 1,000 units currently in progress. The report also listed Phoenix as one of six cities nationwide expected to deliver more than 2,000 fully affordable housing units in 2025, with 2,688 affordable units planned in Phoenix this year. According to Yardi, the Yardi Matrix multifamily database tracks more than 25,000 fully affordable properties with over 3.3 million units.

The Phoenix Housing Department’s efforts to create and preserve affordable housing are based around initiatives such as the Housing Phoenix Plan, under the direction of the mayor and city council.  In December 2024, the city of Phoenix surpassed its goal of creating or preserving 50,000 housing units by 2030, more than five years and 3,000 units ahead of schedule. The most recent quarterly report, released this week, shows the city has added an additional 3,000 housing units since January, bringing the total units created or preserved through the Housing Phoenix Plan to 56,227. 

A city of Phoenix news release stated the city recognizes the critical need for more affordable housing in the community and will continue to be a leader in housing through dedicated policies and creative partnerships to create lasting solutions for residents.
