Public calls for transparency, Council says negotiations are public enough

In public comments at a Phoenix City Council meeting last week, residents who railed against the city’s police department had one overarching demand of councilors: stop negotiating with the police union behind closed doors.

City Council made no move to make those negotiations public, saying the process is plenty public already.

The city is beginning its negotiation process with its five labor unions, including the Phoenix Law Enforcement Association, known as PLEA. The union submitted its initial offer to the city earlier this month for the next two fiscal years, which included a 2.5% increase in total compensation in each year, a one-time payment of 1% of total compensation each year and another one-time payment of just over 2% of base wages each year. The union also is seeking the right to purge some disciplinary documents from personnel files.
