Phoenix police arrest suspect in hit-and-run death of pedestrian, ID victim

A 47-year-old woman has been arrested in connection with a hit and run early Sunday morning that killed a pedestrian, Phoenix police said.
Officers responded about 2:20 a.m. Sept. 3 to 51st Avenue and Thomas Road where they found a man with serious injuries. He died at the scene after life-saving measures were used by Phoenix Fire Department personnel.
The vehicle involved in the collision took off from the scene but was found, and the driver, police said, was identified as 47-year-old Lucila Lozano Garcia who was arrested after showing signs of impairment.
Preliminary information suggests the victim, Jose Arturo Armenta Cisneros, 25, was crossing 51st Avenue, mid-block, when he was hit by a southbound vehicle.
Garcia has been booked for DUI and leaving the scene of a fatal collision.
