Phoenix Planning Commission approves plans for development new to Indian School Park

Commission rejects appeal, rules no requirement for view corridor into park

A requirement from a 1991 agreement was at the center of a dispute a last week’s Phoenix Planning Commission meeting over a planned mixed-use development at Steele Indian School Park.

Ultimately, the planning commission sided with the developer, Pivotal Group, that the condition no longer applied and allowed plans for a 17.7-acre mixed-use development at the northeast corner of Central Avenue and Indian School Road to continue.

Ken Waters appealed a Phoenix planning hearing officer decision to change stipulations on the property’s rezoning originally approved in 2019. He and other residents argued the project should be made to keep a requirement from the 1991 Phoenix Indian School Specific Plan: a 100-foot-wide corridor that will preserve a view from the street of the historic buildings in Steele Indian School Park and the mountains of Piestewa Peak.
