Phoenix, Maricopa County not seeing misuse of automated license plate readers

While more Valley cities are ending contracts with Flock Group over misues of the system, Phoenix and Maricopa County officials say they do not have any issues currently with its Motorola and Flock automated license plate reader system.

Phoenix is contracted through Motorola Solutions through June 2029 as reported in a June 10, 2025, edition of the Daily Independent. Maricopa County uses Flock Cameras. Axon also provides automated license plate readers

The contract between Phoenix and Motorola provides police access to two national databases, the National Vehicle Location Service and the Law Enforcement Archival and Reporting Network, which allow law enforcement to search nationwide for vehicles connected with crimes based on the last time the vehicle’s license plate was scanned at an automatic reader.
