Phoenix City Council made it illegal last week to tether a dog outdoors on private property in any weather, not just extreme weather, unless it is being directly supervised by its owner.
Kate Sivolella, founder of the nonprofit Poverty’s Pets, spoke before the city council and said her group has advocated for this change for more than a decade.
She said Poverty’s Pets once reported to the city they had seen a dog tethered in 99-degree heat. The response was that there was nothing the city could do because the temperature had not reached 100 yet.
