Phoenix City Councilmember Anna Hernandez recommended the city designate an area for legal graffiti art for would-be vandals to “express their creativity” without committing a crime.
Ginnie Ann Sumner, who leads the city’s Graffiti Free Phoenix group, spoke to the Community Services and Education Subcommittee on Wednesday, saying the city needs to do more to stop graffiti from occurring, “not just painting it over again and again,” Sumner told the subcommittee.
In 2025, Phoenix’s Graffiti Busters used 730 gallons of paint to remove graffiti at 46,118 sites.
