Wheel locking requirements in proposed ordinance

The city of Phoenix is looking to crack down on retailers who fail to keep shopping carts on their premises, which has been a worsening problem in recent years.

Phoenix is heavily encouraging large retailers to have mechanisms that automatically lock the wheels of shopping carts when they detect they have left the store premises.
