The Phoenix City Council will hear the rezoning application for the development known as NorthPark during its regular meeting Thursday in the council chambers.
The devleopment is south of Loop 303 between 67th Avenue and the Interstate 17, with its southern border along the Central Arizona Project.
The development, which would include new fab facilities for the Taiwan Semiconductor Manufacturing Co., has received recommended approvals by both the North Gateway Village Planning Commission and the Phoenix Planning Commission despite heavy opposition from residents in the nearby Stetson Valley community.
