Phoenix City Council rebukes Legislature for forcing city to allow casitas as short-term rentals

Phoenix City Council members lambasted the Arizona Legislature for requiring that Arizona cities allow residential casitas to be used as short-term rentals.

The city council voted 8-1 “sadly,” as Vice Mayor Debra Stark said, to revise the city’s law on casitas, or guest houses, passed last year to align with an overriding state law passed this year.

The main issue was Phoenix had disallowed operating a casita as a short-term rental — like those rented on Airbnb or Vrbo — hoping casitas instead would be used as permanent residences to help increase the city’s housing stock.
