Phelps plans Glendale exit at high point

City manager starts path to departure, looks back over 9 years including discord with Cardinals

When Kevin Phelps leaves his job as Glendale city manager in the next year or so, it will be a different than a resignation and it is not a retirement.

It’s more of a gradual glide path out of the job, one he first announced in February. January is his month for planning the next year.

This will be the second time Phelps said he thinks he is leaving at the pinnacle. He sold his private company, Landmark Convention Center in Washington state, in 2007 after a record year.
