In the past few years, the Surprise City Council has made plain its distaste for rezoning commercial property to residential projects, particularly in the city’s southwestern area.
In the case of land near the northwest corner of Cactus Road and Cotton Lane, it was hard for officials to see how this 12.9-acre property could work under its former commercial zoning.
The property is just east of Legacy Traditional School-West Surprise, prone to flooding and lacks Cactus Road frontage because of high-voltage power lines just north of the road.
