Papago Plaza development remains incomplete

Development permits for Papago Plaza’s restaurant and retail buildings are approaching expiration.

The permits have so far been renewed every six months according to Lee Mashbern, president of Pivot Development of Scottsdale, developer of Papago Plaza.
