More than 200 Maricopa County residents signed a petition against the annexation of Enclave III and Enclave IV at Paloma Creek into Surprise’s boundaries.
And there might be one more petition drive coming.
The 10 acres west of Enclave IV is undeveloped Maricopa County land under private ownership. If Enclave IV is annexed into the city at the June 15 council meeting, this would be the missing piece for land developers John Wittrock and Kent Xander and builder Meritage Homes — as the land west of this 10-acre parcel is part of the Paloma Creek land originally annexed in 2019.
