National Democratic group donation isn’t campaign media spending

A state agency said a donation from a national Democratic group to the Arizona Democratic Party doesn’t count as campaign media spending under Prop. 211.

On Thursday, the state agency — the Citizen’s Clean Election Commission — told a representative for the Democratic Legislative Campaign Committee the Arizona party itself could be subject to conditions of the proposition, which requires public disclosure of more than a certain amount spent by organizations in opposition or support for a candidate or ballot measure.

“Obviously, we don’t see a donation of money (in this instance) as campaign media spending,” said Tom Collins, executive director of the Arizona Citizens Clean Elections Commission. “The party itself might be subject to (the law).”
