Mixed use prevails in Surprise City Center updated plans

Retail, work, living imagined for downtown area

Scott Phillips loves to point out the size of the Surprise City Center is the exact same area of downtown Phoenix — one square mile.

That puts into perspective how much land his Surprise Center Development Company is trying to develop.

It’s also showing how hard it is to turn what’s still mostly vacant land into a vibrant, hip place of work, living and play as fast as residents would like.
