Phoenix detectives are investigating a fatal traffic collision that occurred Wednesday near 27th Avenue and Pierson Street.

The crash happened about 2:15 a.m. June 30 when a woman, who was crossing 27th Avenue midblock, was struck by a minivan, according to a Phoenix Police Department release.

Bilgee Elamin, 24, was taken to a hospital where she died a day later, police said.

Officers spoke with the driver of the minivan, 45-year-old Deanna Shugart, “and noted signs of impairment during their evaluation,” the release stated.

Detectives responded and preliminary information suggests the minivan was heading north on 27th Avenue when it collided with Elamin, who was crossing 27th Avenue outside of any crosswalk, police said.

Shugart was processed for DUI and booked for narcotics violations, police said, adding a charging decision regarding the collision will be made once the investigation is complete.
