A long line of staff departures since the current city council and city manager took over in the beginning of 2025 is costing the City of Scottsdale dearly in terms of institutional knowledge and is causing projects to not get done, according to some on the council.
“Staff are quitting because they say the politics are toxic,” City Councilwoman Solange Whitehead said. “We’ve lost almost the entire top brass of the water department and transportation. We’re losing staff in every department and people are telling me they can’t keep working in such a toxic environment and with so much unpaid overtime.”
Mayor Lisa Borowsky called the exodus “overwhelming” and very “concerning.”
