The Maricopa County Board of Supervisors approved agreements that will provide more than $3.75 million in funding dedicated to adding and rehabilitating housing in the West Valley, according to a Maricopa County press release.

The projects, which are projected to assist 24 households annually, are funded with a portion of Maricopa County’s federal American Rescue Plant Act dollars.

"Maricopa County has made significant investments in housing solutions for our residents over the past two years,” Chairman Clint Hickman, District 4, shared in a statement. “These projects are another step forward to enhance the quality of life for our residents. By allocating over $3.75 million from ARPA funds, we're not just building houses; we're building hope, stability, and stronger communities in the West Valley."

These programs are aimed at improving housing conditions, ensuring affordability, and promoting sustainable residential development within our communities.

"In collaboration with Avondale and Tolleson, we are working to ensure more families have a permanent, safe, and affordable place they can call home,” District 5 Supervisor Steve Gallardo stated. “Not only do these projects provide homeownership opportunities for families, but they also demonstrate our ongoing commitment to ensuring a variety of housing options that serve the needs of all types of families."

Avondale - $2.75 million

The city of Avondale will use $2.75 million in ARPA funds to build eight new single-family homes reserved for purchase by low-income households. Purchasers will undergo homebuyer counseling and may receive down payment assistance based on their income and finances.

Six of the homes will be a continuation of an existing infill housing project known as “Legacy Avondale,” which broke ground in November 2022 and began selling to low-income households in March of this year.

Six of the eight homes will be located on lots at 305 and 309 E. Hill Drive, Avondale. Two of the homes will be one-story 1,225 square-foot residences that are ADA-accessible and feature three bedrooms and two bathrooms. Four of the homes will be two-story 1,440 square-foot residences that include three bedrooms and 2 ½ bathrooms.

Two additional homes will be constructed as single-family homes on individual lots. These homes will be between 1,200 and 1,800 square feet and feature three bedrooms and two bathrooms. One home will be located at 320 E. Hill Drive and the other will be constructed at 516 E. Dee Street in Avondale.

These affordable smart homes are constructed with sustainability and energy efficiency in mind to keep the operating costs of the homes as manageable as possible. These homes will be sold to families earning at or below 120% of the Area Median Income (AMI).

Tolleson - $1 million

The city of Tolleson will assist with providing home rehabilitation and repair services to an estimated 18 owner-occupied homes. This project is designed to improve housing conditions and ensure that homes remain affordable. Applicants to this program must have lived in the home one year prior to the application date and earn at or below 80% of AMI.

These partnerships are one of many ways that Maricopa County is working to develop housing solutions across the region to add and maintain affordable housing.
