Throughout a varied career that included 37 years in the U.S. Air Force and Air Force Reserve, seven years in city management, and stints as a sheriff’s deputy and U.S. Customs and Border Patrol special agent, Bill Stephens always aimed high.
That’s not likely to change when Mr. Stephens retires as Litchfield Park’s city manager next week, though his goals will be vastly different.
Once the COVID-19 pandemic is over, Mr. Stephens and Nora, his wife of 34 years, plan to buy an RV and hit the road to satisfy an appetite for wanderlust that began when he was on active duty.
