It was the summer of 1998 and Buffalo, New York, native Donna Rebadow’s life was about to change.

She, family and friends were vacationing in the Adirondacks, boating on Lake Ontario. She said everyone was laughing and having a good time on the water.

She was on an inflatable lake toy called “The Bullet” and the tow rope accidentally tangled around her leg as the boat took off.
