Lawsuit against Surprise, officer, ex-mayor adds excessive force to complaint

Massie amends suit to include assault, battery, emotional distress

The lawsuit brought by a Surprise community activist who was arrested at a city council meeting last summer is getting a little heftier thanks to new evidence in the case.

Rebekah Massie has amended her lawsuit against the city of Surprise, former Mayor Skip Hall and police Officer Steven Shernicoff, adding in complaints of assault, battery and intentional infliction of emotional distress.

National First Amendment group FIRE filed its amended complaint on Massie’s behalf in U.S. District Court on Jan. 17, citing two pieces of evidence that weren’t available when the group first filed.
