A Just Love Coffee drive-thru and an adjacent restaurant are to be constructed south of Elliot Road on the east side of Power Road in Mesa.
The Mesa Planning and Zoning Board on Nov. 17 voted 4-2 to recommend the city council approve a site plan review and special-use permit with a reduction in parking spaces, with Jeffrey Crockett and Troy Peterson dissenting. Board member Benjamin Ayers was absent from the meeting.
The development’s parking plan was the contentious piece of the application, with board members questioning how much space would be available for customers.
