Fifth Street in Tempe was reopened just before 1 p.m. Tuesday, but investigators remained on the scene of a hazmat call that forced the evacuation of the Tempe Police Department headquarters and municipal court earlier in the day.
One person was taken to a hospital with non-life-threatening injuries after an envelope containing a white powder was opened about Tuesday morning in the police/courts facility, Andrea Glass, assistant Tempe fire chief, said.
Several others were in the area but were not taken for treatment.
Powder samples were tested for such things as anthrax, but the tests were negative, Glass said.
Crews were continuing to search the police/courts complex Tuesday afternoon, and the offices will reopen if no other threats are found, she said.
Fifth Street was closed from Mill Avenue to Forest during the early stages of the investigation.
