Grappling with growth: Phoenix plans infrastructure needs for new development

Utility rates likely to rise for residents

The city of Phoenix, which was the fastest growing major U.S. city between the 2010 and 2020 censuses, doesn’t want to put the cart before the horse when it comes to future growth.

City officials are planning on how they can have the infrastructure framework laid out for new developments, mostly in the north of the city. But it may come with a cost to current residents of the city.

“Obviously, as we grow, we’ve got to make sure we can pay for it,” said Phoenix Vice Mayor Debra Stark.
