A Goodyear man has pleaded guilty to misdemeanor charges stemming from the February 2023 Cotton Lane Bridge crash that killed two bicyclists and injured 17 others, according to the Goodyear City Prosecutor’s Office.
Pedro Quintana-Lujan accepted a plea agreement in August in Goodyear Municipal Court, court records show. He pleaded guilty to two counts of causing death by a moving violation and nine counts of causing serious physical injury by a moving violation.
He faces between six months and one year in prison and $2,500 in fines.

A Goodyear man has pleaded guilty to misdemeanor charges stemming from the February 2023 Cotton Lane Bridge crash that killed two bicyclists and injured 17 others, according to the Goodyear City Prosecutor’s Office.
Pedro Quintana-Lujan accepted a plea agreement in August in Goodyear Municipal Court, court records show. He pleaded guilty to two counts of causing death by a moving violation and nine counts of causing serious physical injury by a moving violation.
He faces between six months and one year in prison and $2,500 in fines.
As part of the plea deal, Quintana-Lujan was ordered to complete 60 hours of community service, submit to quarterly drug testing and will have his driver’s license suspended for nearly six months, AZFamily reported.
The case was filed in municipal court after the Maricopa County Attorney’s Office announced in November 2023 it would not pursue felony charges, following a review of evidence from the Goodyear Police Department.
The charges stem from a Feb. 25, 2023, crash in which Quintana-Lujan’s pickup truck struck a group of cyclists participating in a ride on the Cotton Lane Bridge.
According to a National Transportation Safety Board investigation, he approached the group from behind, left his lane, crossed the right southbound lane and shoulder, struck the bridge railing, veered back left into the 19 cyclists, crossed both southbound lanes again and came to rest in the median.
A Maricopa County Attorney’s Office news release said Quintana-Lujan was not speeding, impaired by alcohol or distracted at the time.
The crash killed cyclists Karen Malisa and David Kero, and injured 17 others.
