The Goodyear City Council passed a development agreement for King Ranch regarding payments for a bridge Monday, despite concerns about transparency and money interests.
In an agenda item added to the consent agenda after two private executive sessions with Goodyear attorney Roric Massey, the council unanimously passed an agreement officials say is designed to recoup money for a bridge near the proposed King Ranch development area.
According to the agreement, a $16 million payment for the Cotton Lane Bridge will be provided to the city. The payment come through a series of $4,000 payments for each building permit until the obligation is satisfied.
