Glendale takes steps to outlaw roadway panhandling

Effort is aimed to reverse rising pedestrian fatalities

The city of Glendale is looking to outlaw panhandling on sidewalks or medians alongside traffic.

The city council at its mid-week workshop decided to move forward to finalize new ordinances that would make roadway panhandling a civil violation for a first offense, and a Class 1 misdemeanor for any additional offenses in a 12-month period.

Deputy City Manager Rick St. John shared data with the Independent showing a 30% increase in pedestrian fatalities over the past five years through 2021, and trends showing the increase will continue into 2022.
