Glendale statement to AG Mayes' office questions authority to rule on stipend

Glendale's response to Arizona Attorney General Kris Mayes' office and its investigation of its city council members' stipend and car allowance challenges the AG office's authority to initiate the investigation and attempts to debunk the timing of an alleged Open Meetings Law violation.

The office of Glendale City Attorney Michael Bailey sent a 15-page response to Arizona Assistant Attorney General Alexa Salas at Mayes' office on Aug. 20.

The letter was submitted in response to the request for information that was sent by the AG office, concerning a complaint Mayes' office received, dated Aug. 14, 2025, alleging violations of law with respect to fringe benefits provided by Glendale to its elected officials as well as the Arizona Open Meeting Law.
