Glendale resident finds apparent discrepancy in city’s budget book

With $160M in bonds on this year’s ballot, questions on prioritized items surface

An apparent discrepancy in the system the city of Glendale purports to be using to prioritize $160 million in general obligation obnds going before voters 13 weeks from now needs explaining, according to one resident.

James Ho at Wednesday night’s bond committee meeting inside City Hall presented information he found in the city’s published budget book that describes how it funds projects in its 10-year capital improvement plan, which was implemented during the development of the FY 2019-28 CIP.

“A project ranking matrix was developed and approved by City Council to apply to proposed G.O. Bond projects in the 10-Year CIP Plan,” the budget book reads. Eight different ranked criteria – from “mandated projects” to “generating revenue” – are put forward as the scoring system used to evaluate proposed projects.
