While Fulton Homes is still fairly early in its process of selling new homes at its Escalante development in northwest Surprise, the Valley-based builder already has identified its next project in the city.
During its March 18 meeting, the Surprise Planning and Zoning Commission unanimously approved a preliminary plat for Fulton Homes at Prasada.
The parcel is west of Reems Road on 110 acres just south of Waddell Road and north of Sweetwater Avenue. The plat has a total of 547 home lots.
“Instead of the long range tonight I’m going to be not nearly as long winded. It’s a case of actual development production here,” Surprise Long Range Planner Joshua Mike said during the March 18 presentation.
Fulton Homes declined to comment on the project. The preliminary plat will be up for a City Council vote on at its April 20 meeting.
Community Development Director Chris Boyd stated in an email it is too early to posit even a loose time line for the Prasada proposal.
“The final plat will also still need to be reviewed by staff and then adopted by City Council. From an administrative perspective, they will still need to submit their home product review, standard plans and model home complex. Each of those will need to be reviewed and approved by staff,” Mr. Boyd stated.
This proposal is part of the larger Prasada planned-area development south and east of Legacy Parc and in the northeast section of the Prasada Urban Village.
“It’s compatible with the neighboring land uses and setting the tone for what the urban village will be for the Prasada development in this area,” Mr. Mike said.
He said the plat calls for four distinctly different single-family housing products, in keeping with the city’s recent changes to its land development ordinances.
That variety begins with 112 rear-loaded alley lots.
“The first set of lots are 35-foot-wide lots that are rear loaded. They have access to the back so that the front parking is actually going to be unimpeded by driveways, which was a big topic of conversation for narrow lots following our LDO updates. It’s one of the first projects to come through after the LDO,” Mr. Mike said.
Other options would include 191 45-foot-by-92-foot lots, 118 50-foot-by-120-foot lots and 126 52-foot-by-100-foot lots
“I really like the mix of lot products in this particular plat. It’s well thought out and a good use,” Planning Commission Chairman Dennis Bash said. “My question is the pool amenity. Is that meant to satisfy other developments when they come forward in the same area?”
Mr. Mike responded that he did not see in the documentation where the pool would be allowed for people outside of the homeowners association or their guests. Plans are for a single HOA for this 110 acres.
The Fulton plat sets aside 17 acres, or 22% of the total, for open space. It features passive open space along edges of development extra pedestrian paths in alleys and draining channels and open space corridors near the north side and Sweetwater Avenue entrance.
