Four-story affordable housing building approved in Phoenix despite height complaints

Phoenix City Council last week unanimously approved a proposed four-story affordable housing development over the objections of some neighbors and the local village planning committee.

The project, at 13425 N. 21st Place, plans to add 24 affordable housing units in a four-story, 46-foot-tall building. Council approved a rezoning request during its Sept. 3 meeting to change the property to a multifamily zoning that would allow for that density and height. The previous zoning would allow for only 12 units, two-stories and 30 feet in height.

Councilmember Debra Stark, once the city’s planning director, said while she sympathized with neighbors in opposition, there were allowed uses under the current R3 zoning that could be up to four stories and 48-feet.
