Fountain Hills cracking down on handbills

Addressing ordinances

The Fountain Hills Town Council addressed knots in the ordinances pertaining to handbills during its first regularly scheduled meeting on Sept. 1.

The first dealt with current distinctions between commercial and noncommercial handbills, which bring First Amendment concerns from content regulation. 

The council majority directed staff to eliminate the distinction and consolidate handbills as a whole.
