Foulke: Why not just bring in ocean water with a pipeline?

In that this drought is presenting a water issue to the Valley, I have two questions:

1. Why is there so much new construction (commercial and residential) being allowed that will drastically increase the need for water?

Foulke: Why not just bring in ocean water with a pipeline?

In that this drought is presenting a water issue to the Valley, I have two questions:

1. Why is there so much new construction (commercial and residential) being allowed that will drastically increase the need for water?

2. If oil can be transported via pipelines, for hundreds or thousands of miles to refineries, why can’t water (i.e.: from other abundant sources or the oceans) be pipelined to distilleries to be refined and pumped to where it is needed?
