Foulke: Desalinization should be key for local water needs

Given the major problem of a “water shortage,” there is a simple solution. Ships at sea are equipped to filter saltwater to fresh through three different methods: boiling, evaporation or reverse osmosis. Why is that not being considered to replenish our water ?
If oil can be piped for thousands of miles to refineries, why can’t the same be done with ocean water? Pipe ocean water to refineries, and convert it to fresh and provide it to the cities in need. It can’t be any more costly than converting raw sewage to clean water.
