Former Surprise city manager tackles COVID with art

Rumpeltes shows artsy side with sketches of virus life

Former Peoria City Manager Terry Ellis has known former Surprise City Manager Jim Rumpeltes for about 40 years.

But during that time, Mr. Ellis didn’t know about Mr. Rumpeltes’ secret.

“I only discovered in recent years that he’s somewhat of a renaissance man,” said Mr. Ellis, who was in charge of Peoria’s government from 1997 to 2008. “There are other dimensions to him. One, he’s a cartoonist. Two, he’s a musician. And he paints. And he’s pretty good.”
